A five-member board of directors provides governance for the association.

President

The office of PSA board president is currently held by William R. Thornburg. Mr. Thornburg works as a supervisor in the Information Technology Department’s information management systems area. He has been employed at the district since 1999. Prior to being elected as PSA president in 2012, he served as relations chair for the association.

His public and civic involvement includes service in the Holtville Rotary Club from 2004–2010, including a year as club president. He was elected by the public to the Holtville Unified School District Board of Trustees for years 1998–2002, serving two years as president. Early in his career he was a member of the AFL-CIO local 78B union, serving as shop steward. He is a graduate of Imperial Valley College and is a Microsoft Certified Professional, having attained certifications from Help Desk Institute as manager and director. He has also completed Information Technology Infrastructure Library certification and many technical and leadership courses.

Philosophy regarding large work force: “The real power is with the people/employee. When employees are proud, they become excited about their work and future. To reach this goal you need organizational structure, fair policies and teamwork that starts at the bottom and moves upward, unimpeded all the way to the top, without any disconnects. My purpose for serving on the PSA board is to bring unity to all employees so we become the best we can be during our years of employment, while providing a healthy retirement as we become eligible.
